General Description of the Programme:

GOAL an International Humanitarian Organisation has had a presence in Turkey since 2013 and has been contributing to the migrant response since 2016 with a focus on responding to needs in health service delivery, social safety nets and the protection of vulnerable and marginalised migrants in southern Turkey.

GOAL has been working in Syria since 2013, responding to the acute needs of conflict-affected communities. GOAL is working in Idleb Governate, both through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, and provision of Water, Sanitation and Hygiene (WASH) through support to Water units, as well as emergency support to recently displaced households.

GOAL has been working in North Aleppo Governate since 2019, through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, as well as emergency support for recently displaced household.

GOAL has two projects (ECHO funded LINK and Irish Aid) in Türkiye, LINK program targets refugees from nomadic / semi-nomadic backgrounds and those engaged in seasonal agricultural labour. LINK has been designed to address and mitigate protection concerns of the vulnerable / marginalized refugees through provision of critical information and raising their awareness on their rights, obligations and services available in Türkiye, by sensitization/capacity building (targeting key stakeholders and service providers, etc.) activities, and Case Management (CM) and Individual Protection Assistance (IPA) services to enable highly vulnerable refugees to access to basic, social and protective services available under the provisions of Temporary and International Protection regulations in Türkiye. On the other hand, Irish Aid grant is targeting earthquake survivors and providing humanitarian assistance to affected families.

Job purpose:

Overall purpose of this role is to support the effective operation of the GOAL Syria and Turkey Offices and related programme activities by providing general logistics support, in accordance with GOAL Logistics policies and procedures and relevant donor requirements. The Supply Chain Officer is responsible for tracking and monitoring of the GOAL Syria and Turkey Offices supply and logistics operations and responsible for the communication between Turkey and Syria Offices. This position works with GOAL Syria logistics team in close contact. H/She is also responsible for supporting SCM in facilitating the day-to-day operation of communication unit, premises and fleet functions within Goal Turkey and Syria Offices.

Duties, objectives, and competencies

Supply and Quality Control (% 40)

  • Ensure delivery of international supply for GOAL projects, communicate with suppliers, program team, procurement team, partner team, Syria team.
  • Monitor with suppliers and supply chain team status and position of cargo during movement
  • Prepare daily shipment report, update logs calendar,
  • Ensuring TRC shipments are completed in required conditions
  • Participate to TRC shipment monitoring in Cilvegozu border
  • To provide technical support to WH teams
  • To monitor damage cases and follow up the replacement processes
  • Arrange samples for third party laboratory analyses, check analyses result in case any problem inform line manager, get in contact with supplier and try to arrange another sample asap.
  • After receive loading plan from suppliers arrange inspectors for third party inspection and be in contact with inspector during all loadings, any problem inform line manager and try to recover problem not to be late for program.
  • Liaise with Logs Team in Syria and check quality of kits and bakery items.
  • Check batch number and check if analysed or not.
  • Send feedback to related departments about delivery status
  • Raise PR`s for analyses and inspection.
  • Maintain both hard and soft copy filling systems for all above tasks.
  • Instruct and supervise Freight Forwarding Agents, Loading and Quality control inspectors at loading and discharge ports and provide advice to the GOAL appointed agents at both field office level and the Country Offices.
  • Proactively identify potential shipping bottlenecks and seek timely resolution
  • Participate in the annual performance review of all inspections agents and submit recommendations to Management.
  • Contribute to the preparation and implementation of policy guidelines and operational directives and procedures in respect of land transport activity.
  • Prepare and maintain statistical reports on shipping and Inspections standards
  • Maintain communication with warehouse staff to ensure proper working order
  • Create packing lists and update shipment information in database.
  • Prepare payments of delivered commodities and e-voucher subscriptions
  • Prepare PO for e-voucher
  • Any other duties as required by Supply Chain Manager

Communication (%30)

  • Preparing PRF of automatic payment of communication invoices on monthly basis
  • Tracking mobile lines and mobile devices (internet box, Vınn), updating contact list
  • Arranging mobile line for new staff and support the staff when there is a need such as upgrading internet package
  • Contact with service provider when needed

Premises Management (%15)

  • Monitoring stock levels of Hatay office and houses (accommodation) consumables and running stocks, grocery, household items, kitchen consumables are tracked and ordered in timely manner.
  • Ensure to arrange all the activities and requirements for work related and social events, trainings, gatherings when required in GOAL SY Programme office.
  • Ensure that all maintenance and repair to GOAL Hatay SY Programme premises is kept up and performed appropriately when required.
  • Ensure that all regular check and services for air conditioners, printers etc.in GOAL Hatay SY Programme premises are kept up and performed in timely manner.

Fleet Management (%15)

The Supply Chain Officer will support Sr. Logs Officer and work in close collaboration to ensure there is smooth fleet operation.

  • Manage all GOAL transport fleet, GOAL owned, locally hired vehicles, and drivers,
  • Ensure all GOAL Fleet Management policies and procedures are implemented and all relevant paperwork is being completed and recorded for donor compliance.
  • Ensure that there is an efficient system in place for booking (daily, weekly, late, individual vehicle) and usage of vehicles for programs as per GOAL standard tools of vehicles booking and allocation.
  • Ensure all drivers have been trained on, understand, and have signed the GOAL Driver policy, liaise with the SCO to carry out refresher driver training as required,
  • Develop and maintain a Preventative Maintenance Schedule for all GOAL vehicles in Turkiye and support the develop and management of a Preventative Maintenance Schedule and associated Framework Agreements for all GOAL Generators, motorbikes, and Forklifts in Syria.
  • Ensure that adequate vehicle hire contracts are in place to effectively meet the needs of programme activities; ensure requests for contract renewals are prepared in advance, avoiding contract lapses or service interruption.
  • Ensure that all vehicles have relevant insurance cover and that annual insurance policies are evaluated for, and paid, on time.
  • In case of incidents in Turkiye submit an incident report to SCM and to follow up any insurance claims or other actions required, including assisting drivers with proper completion of any incident report and follow up action,
  • Ensure that an effective system is put in place for the transfer of people, material, and goods between GOAL offices in Turkiye.
  • Managing fleet related expenses, including fuel account reconciliations, HGS payments, driver overtime and per diems.
  • Preparation of monthly fleet reports.
  • Ensure to track GOAL SY Programme Offices cargo movement and arrangement of the GOAL driver.

Other Duties:

  • Contribute to Biweekly Logistics Reports.
  • Track all field logistics documents to be kept in related share point folders
  • Any other duties as directed by the Supply Chain Manager.

The above list of duties is not exhaustive list. The Supply Chain Officer is expected to complete additional responsibility and tasks as requested by the direct supervisor.

Requirements (essential)

  • Turkish Nationality
  • Bachelor’s Degree or equivalent 3 years working experience in humanitarian logistics
  • At least 3 years of relevant work experience in areas such as procurement, logistics, office/business administration in private or government sectors.
  • Fluent in Turkish, good English language skills.
  • Strong computer skills in Microsoft packages, including Excel, Word, and Outlook
  • Committed team player and ability to work within a multicultural team
  • Ability to understand and implement organisational and donor policies
  • Ability to manage and prioritise a varied workload in a dynamic work environment
  • Excellent attention to detail.

Requirements (desired)

  • Basic technical knowledge in an area of Humanitarian Logistics; (e.g. ICT, mechanics, construction, transport, Water, Sanitation and Hygiene (WASH), FSL, CVA or other)
  • Arabic speaking will be an asset.
  • 2 years of INGO experience.
